PVARA licence deadline hits 5 September 2026
VASPs operating in Pakistan before 5 March 2026 must apply to PVARA for a licence by 5 September 2026 or stop operating, under the Virtual Assets Act, 2026.
Pakistan's Virtual Assets Act, 2026 (Act No. XIII of 2026) received Presidential assent on 4 March 2026 and was published in the Gazette of Pakistan Extraordinary on 5 March 2026 (na.gov.pk/uploads/documents/69aae92ebf61c_955.pdf). Under Section 1(3), the Act "shall come into force at once." Six months from that commencement lands on 5 September 2026 — three days from today, 2 September 2026.
What Section 70 actually says
Section 70(1) of the Act reads: "Any Person providing Virtual Asset Services immediately before the commencement of this Act shall, within six months of such commencement, apply to the Authority for a license under this Act or shall cease to provide such services." The statute's own word is "license" — not "NOC" (no-objection certificate), a distinction that matters for what follows.
PVARA (Pakistan Virtual Assets Regulatory Authority), the regulator created under the Act, describes the deadline differently on its own licensing page (pvara.gov.pk/licensing, captured 2 September 2026): operators "operating since March 5, 2026 or before, must submit an NOC application by September 5, 2026, or cease operations, as required under Section 70." PVARA's page also lays out a five-step pathway toward a full licence, of which "Application for NOC" is step 1 and "VASP Licence" is step 5.
That framing — that filing an NOC application satisfies a statute that literally requires applying "for a license" — is PVARA's own restatement, not a quote from the Act's text. Neither the Act nor PVARA's licensing-page copy says whether filing the NOC application alone satisfies Section 70, or whether a Transitional Person must also complete later steps of PVARA's five-step pathway within the same six-month window.
The Pakistan angle
This deadline applies to any person or firm that was already providing virtual asset services in Pakistan as of 5 March 2026 — exchanges, wallet providers and other VASPs serving Pakistani users, including platforms Pakistani readers commonly use such as Binance, Bybit, OKX and KuCoin. No public PVARA register of NOC or licence filings exists as of 2 September 2026, based on the licensing page and homepage as captured that day, so it is not possible to say from PVARA's own materials which of these platforms have filed. Binance announced an AML registration with PVARA on 12 December 2025, per a prior desk note not re-verified this session; whether that registration is the same filing as, or separate from, the Section 70 licence/NOC application has not been established this session.
For a Pakistani holder or trader, the practical question is whether the platform they use will still be permitted to operate after 5 September 2026. Neither pvara.gov.pk's homepage nor its /licensing page, as of 2 September 2026, describes what "cease operations" means in practice — geofencing, a banking-channel cutoff or otherwise. SBP BPRD Circular Letter No. 10 of 2026 has been referenced as possibly tying bank accounts to NOC or licensed status, but the circular's own text was not sourced or verified this session, so that link is not reported here as established.
What happens next
No timetable beyond 5 September 2026 has been published by PVARA for what happens to operators that miss the deadline, and no public filing register exists to show who has already applied. The Act's own text requires an operator to "apply... for a license" or "cease to provide such services" — the binding obligation is statutory law already in force, not a proposal under consultation. This is distinct from the Pakistan Virtual Asset Services Regulations, 2026 and the Activity-Specific Regulations made under Section 68 (Gazette notification S.R.O. 1420(I)/2026, 21 August 2026), which are subordinate instruments and not the source of the 5 September deadline.
